Prior Tenants Lived in Apartment for 32 Years

Tenant appealed, claiming that prior tenants were in the apartment for only 14 years, since 1984. The DHCR ruled against tenant. Tenant relied on rent registration records for this claim. Landlord was required to register only since 1984. Landlord submitted other proof showing that prior tenants had been in the apartment from 1967 to 1999. So there was no overcharge.
