Prior Landlord Illegally Converted Building from Two-Family to Three-Family

DOB issued a violation notice to landlord for illegally converting a two-family residence to a three-family residence. Landlord claimed that the three apartments existed when he bought the building. He also presented a certificate of correction and a DOB permit issued to legalize the work. The ALJ ruled against landlord and fined him $1,800. Landlord appealed and lost. ECB said it didn't matter that prior landlord performed the illegal alterations. Landlord still maintained them. And the per-day penalties were correctly calculated.
