Prior Landlord Collected Three Months' Rent in Advance

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed and lost. Landlord admitted that prior landlord collected three months' rent in advance from tenant when he moved into the apartment. This advance payment constitutes an overcharge. Current landlord was responsible for prior landlord's overcharge.
