Previous Rent Cut in Effect

Rent-controlled tenant complained of reduced services. An inspection showed a lot of water damage to walls and ceilings in the kitchen, bathroom, and bedroom. The DRA cut tenant's monthly rent by $35 and ordered landlord to correct these conditions. Landlord appealed, claiming the DRA had already cut tenant's rent for these same conditions in a prior order. The DHCR found there was some overlap in the conditions cited in the prior order and the current order. So, it reduced the rent cut under the current order from $35 to $20.
