Portion of Cost of Extending Apartment Door into Hallway Disallowed

Tenant complained of a rent overcharge. Landlord claimed that it had made apartment improvements costing more than $28,000. The DRA allowed some rent increase for apartment improvements costing $17,000 and found there was some rent overcharge. Tenant appealed and partially won. The DRA had granted landlord a rent increase based on a claimed cost of $8,500 for the extension of the apartment front door 34 inches into the public hallway. Tenant claimed that this was excessive. The DHCR disallowed this portion of the apartment improvement costs.
