Pool Filter System Qualifies

Landlord applied for MCI rent hikes for a number of items, including a new pool filter system. The DRA ruled for landlord, and tenants appealed. The DHCR ruled against tenants. The pool filters and perimeter plumbing qualified as an MCI. The DHCR also rejected landlord's appeal, claiming that the installation of backflow devices should qualify as part of the pool filter system. The backflow device wasn't an intrinsic part of the pool filter and wasn't directly related to the pool filter installation. The DHCR also disallowed installation of a pool fence.
