Permission to Hang Terrace Screen

Tenant asked the DHCR if permission to hang a screen from a terrace ceiling to prevent the roosting of pigeons was a required service. In an opinion letter, the DHCR said landlord generally wouldn't have to give tenant permission to do so. But if tenant could show that on the building's base date for required services it was landlord's regular practice to permit installation of such terrace screens, it would be a required service to allow the installation.
