Peeling Paint on Window Frame Was Minor Condition

Rent-stabilized tenant complained of a reduction in services based on a number of apartment conditions. Among other things, tenant claimed that there was peeling paint on a bathroom window frame and ledge. DHCR inspection showed that repairs were made, so tenant's complaint was dismissed. Tenant appealed and disputed the DRA's finding that the peeling paint on the window frame was a minor condition that didn't warrant a rent reduction. The DHCR ruled against tenant. This condition had a minimal impact on tenant and didn't affect his use and enjoyment of the apartment.
