Partial Replacement of Boiler Doesn't Qualify

Landlord applied for MCI rent hikes based on the installation of an oil burner and combustion chamber. The DRA denied landlord's application, and landlord appealed. The DHCR upheld the DRA's ruling. Replacing the oil burner and combustion chamber is only a partial repair, so the work doesn't qualify as an MCI.
