Partial Parapet Wall Installation Doesn't Qualify as MCI

The DRA denied landlord's application for MCI rent hikes based on a parapet installation. Landlord appealed and lost. The complete replacement of parapet walls qualifies as an MCI. But partial replacement of a parapet wall wasn't considered an MCI unless it was done in connection with another qualifying MCI. Landlord claimed that it replaced more than 80 percent of the parapet wall. But there was no complete replacement and no other related MCI performed.
