Partial Lintel Replacement Doesn't Qualify as MCI

Landlord applied for MCI rent hikes based on lintel replacement. The DRA ruled against landlord, who appealed and lost. While landlord claimed that all lintels were replaced, only a partial replacement of lintels was performed. Therefore, the work was considered ordinary repairs and not an MCI.
