PAR Rejected for Failure to Attach Copies for DHCR Service on Tenants

Landlord applied for MCI rent hikes. The DRA ruled against landlord, who then appealed. The DHCR rejected landlord's PAR. Landlord had filed its PAR on time, but had failed to submit complete copies of the PAR, along with address labels, for each tenant affected by the order so that the DHCR could forward copies to tenants. Landlord was given 35 days to refile or else its PAR could be dismissed.
