Landlord applied for MCI rent hikes based on elevator upgrading. The DRA ruled against landlord because landlord hadn't submitted a contractor's statement. Landlord appealed and won. Landlord had fired its first contractor and hired a second contractor to complete the work and submit the required paperwork to the DRA. Landlord had submitted to the DRA the statement of its second contractor, along with DOB's elevator certification form and canceled checks showing proof of payment. Landlord had submitted sufficient required proof in support of its MCI application.
