Painting and Plastering Done with Repiping

Landlord applied for MCI rent hikes based on repiping. The DRA granted an increase for the repiping, but denied it for related painting and plastering work. Landlord appealed and won. Since the painting and plastering work was directly related to, and done in connection with, the repiping work, the cost should also be covered by the MCI increase.
