Outdoor Deck Illegally Installed

DOB issued a violation notice to landlord for installing a second-story deck over the rear yard outside his building without obtaining a permit. Landlord claimed that the deck was there when he bought the building. But he admitted that he did additional work to strengthen the deck to ensure its safety. The ALJ ruled against landlord and fined him $1,600. Landlord appealed and lost. Even if the deck was already there, landlord obtained no permit for the additional work done and didn't prove that none was needed.
