Out-of-Date Intercom Directory Isn't Minor Service Reduction

Tenants complained of a reduction in building-wide services. Among other things, they claimed that the directory of names connected to the building intercom system wasn't up to date. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that this was a minor condition that didn't warrant any rent reduction. The DHCR ruled against landlord. Inspection showed that the intercom directory wasn't routinely updated. Registration information showed that the directory had a significant number of errors and omissions.
