Only One Tenant Complained

Tenant complained of reduced services, claiming that landlord didn't supply heat between midnight and dawn. The DRA denied tenant's complaint because the DHCR inspector couldn't get access to the apartment on two separate occasions. Tenant appealed, arguing that he'd complained of no heat at night, but that the DHCR inspector had come during the day. The DHCR upheld the DRA's ruling. There were seven other regulated apartments in the building, yet no other tenants had complained about the heat. Also, tenant didn't provide access to the DHCR inspector to check the radiators for defects.
