One Inspection Enough to Show Janitorial Services Provided

Tenant claimed that building hallways were still filthy, and objected to the DRA's restoring the rent based on a single inspection. The DHCR ruled against tenant. The DHCR inspection showed that janitorial services were being provided. And one inspection was enough.
