Oil Burner Permit Not Posted

The Fire Department issued a violation notice to landlord for a repeat violation of Rule 18 for not providing to the fire inspector a copy of the certificate of approval for an oil burner at the building. Landlord protested but the ALJ ruled against him and fined him $400. Landlord appealed, claiming that he'd gotten the certificate and mailed it to the fire prevention bureau. He didn't know it had to be posted at the building. ECB ruled against landlord. City law requires posting near the oil burner. The posting requirement is stated on the certificate itself.
