Rent-stabilized tenants' daughter complained in 2003 that landlord refused to give her a renewal lease. Landlord had offered a renewal lease to tenants, husband and wife. But daughter claimed that landlord knew tenants were moving out and should have offered the lease to her. The DRA ruled for tenants' daughter and ordered landlord to offer her a renewal lease. Landlord appealed and won. Landlord showed that tenant husband had signed a renewal lease that began on June 1, 2004. Landlord wasn't required to offer a lease to tenant and his daughter as co-tenant.
