Number of Security Guards Reduced

Tenants complained of a reduction in security services at the building complex. The DRA ruled for tenants after conducting hearings and reduced their rents. Landlord appealed, claiming that although the number of security guards was reduced, this didn't mean that security service was reduced. The DHCR ruled against landlord. There was no proof submitted that the reduction in the number of security guards on duty at certain times didn't result in a reduction in security.
