Number of Clotheslines Reduced

Tenants complained of a reduction in building-wide services. They claimed landlord had eliminated clotheslines. But, landlord had also installed new laundry room dryers. The DRA reduced tenants' rents; both clotheslines and dryers had been provided in the past. Landlord appealed, arguing that it had replaced the clotheslines before the DRA's order was issued. They were put up in the basement, and it was possible that the inspector didn't see them there. Tenants complained that landlord put back only 15 clotheslines when in the past there were 24.
