The DOB issued landlord a violation notice. Landlord argued that the notice was defective because its name didn't appear in the proper space on the form. The ALJ dismissed the violation, and the DOB appealed. The DOB argued that landlord's name was clearly written on the form. The DOB had crossed out an incorrect name for landlord, and had hand written the correct name just above the crossed-out entry. The ECB reversed the ALJ's ruling. The violation notice wasn't defective because landlord's name appeared as close as possible to the appropriate space on the form.
