Notice Didn't State Law Violated

DOB issued a violation notice to landlord for elevator violations. The ALJ dismissed the case against landlord because the violation notice didn't state what law was violated. DOB appealed and lost. The violation notice form had three standard boxes for checking off which Code section was violated. The issuing officer didn't check off any of the boxes. And DOB never asked the ALJ to amend the notice at the time of the initial hearing.
