Nonworking Doorknobs Not Minor Defect

Tenants complained of a reduction in building-wide services. Among other things, they claimed that there were nonworking doorknobs throughout the building. The DRA ruled for tenants. Landlord appealed, claiming that this was a minor condition that didn't warrant rent cuts. The DHCR ruled against landlord. Landlord didn't show that missing or nonworking doorknobs was a minor condition.
