Noisy Boiler

Tenant complained of a decrease in services because too much noise was coming from the boiler and she could feel vibrations in her apartment. An inspection confirmed the condition. Landlord claimed that the installation of a new burner caused the vibration and that nothing could be done. The DRA reduced tenant's rent, and landlord appealed.
