Noise from Garage Door

Tenant complained of reduced services based on noise and vibrations from a garage door below his apartment. Landlord claimed that tenant had filed the same complaint with ECB, and that it had answered that complaint and taken steps to reduce the noise. No ruling had yet been made by ECB. The DRA ruled against tenant, and tenant appealed. The DHCR again ruled against tenant. DHCR didn't have the expertise to decide whether the noise from the garage door was a decrease in services.
