No Vent Pipe for Fuel Tank

The Fire Department issued a violation notice to landlord for not providing a vent pipe for a fuel oil storage tank. Landlord claimed that the pipe was removed by vandals. The ALJ ruled against landlord and fined it $125. Landlord appealed. ECB also ruled against landlord. Although ECB believed landlord's claim, the pipe was removed in July. The violation notice was issued over a month later. There was no proof that landlord took action to replace the pipe in a timely manner.
