No Superintendent Sign

Tenants complained of reduced building-wide services. The DRA ruled for tenants and reduced their rents because, among other things, there was no superintendent sign in the building lobby. Landlord appealed. The DHCR ruled for landlord and revoked the rent cut. The Housing Maintenance Code requires posting of a sign giving the building super's name and phone number. But the absence of a superintendent sign by itself doesn't constitute a decrease in services calling for a rent reduction.
