No Second Exit

DOB issued violation notices to landlord for not providing two exits from each floor of its building. Landlord argued that HPD had agreed to install a new fire escape at the building. There had been a fire at the adjoining building. That building, which had served as the second means of exiting from landlord's building, became vacant and was boarded up, and HPD hadn't yet installed the fire escape in landlord's building. The ALJ ruled against landlord and fined him $475. Landlord appealed and lost.
