No Right to Air Conditioner Sleeve

Tenant complained of a reduction in services. Among other things, tenant claimed that landlord didn't install an air conditioner sleeve in her apartment. The DRA ruled against tenant and dismissed her complaint. Tenant appealed, pointing out that the DRA made no specific ruling on the air conditioner sleeve issue. The DHCR ruled against tenant. Tenant has no right to have an air conditioner installed in her apartment even if cooperative owners of other rent-stabilized apartments in the building had done so for their tenants.
