No Rent Hike for Period of Missing Lease

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding that there was no overcharge. But the DRA disallowed any rent increase for the period between Jan. 1, 2004, and April 30, 2006, because landlord didn't submit any lease or rent ledger for this period. The DRA also froze tenant's rent, effective May 1, 2006, because landlord didn't register tenant's apartment for 2005, 2006, or 2007. Landlord appealed and lost. Landlord failed to respond to the DRA's notice requesting copies of full rent history records.
