No Rent Cut, Since Mailboxes Replaced Before Complaint Filed

Tenants complained of a reduction in building-wide services based on broken mailboxes. The DRA ruled against tenants. Tenants appealed, claiming that, although the mailboxes had been replaced, they should get a rent cut for the six-month period that the old mailboxes were broken. The DHCR ruled against tenants. Tenants admitted that new mailboxes had already been installed before they filed their complaint. Therefore, there were no grounds for a rent reduction.
