No Proof that Tenant Permanently Vacated Apartment

Tenant's daughter complained that landlord refused to grant her pass-on rights to tenant's apartment. The DRA ruled against her based on daughter's failure to submit requested information. Tenant's daughter appealed and lost. Although tenant's daughter claimed that she lived with tenant in the apartment, neither she nor tenant submitted any proof of when tenant moved out or any proof confirming that tenant had permanently vacated the apartment.
