No Proof Apartment Infested with Water Bugs

She claimed that her apartment was infested with water bugs. The DRA ruled against tenant. Tenant appealed and lost. There was no proof of waterbug infestation. The DRA's inspector found one dead waterbug under the kitchen sink. And landlord provided regular extermination service.
