No Notice to Landlord that Leak Recurred

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent because an inspection showed that the living room ceiling was still leaking. Landlord appealed, claiming that it had repaired the leak, but a new leak had occurred that tenant hadn't told him about. The DHCR ruled for landlord. Tenant had filed a statement with the DHCR saying that the leak had reappeared after repairs had fixed the condition. Landlord was never given notice of this new complaint.
