No MCI Rent Hike for Piecemeal Facade Restoration

The DHCR granted landlord's application for MCI rent hikes based on facade restoration. Tenants appealed, claiming that the work was done piecemeal and therefore didn't qualify as an MCI. The court ruled for tenants and sent the case back for reconsideration. The DHCR then ruled for tenants and revoked the rent increases. Landlord was directed to refund any increases collected in 36 equal monthly installments.
