No MCI Rent Hike for Intercom Panels

Landlord applied for MCI rent hikes based on various improvements. The DRA disallowed any increase for intercom panels, finding that they didn't qualify as an MCI. Landlord appealed and lost. To qualify as an MCI, an intercom installation must include automatic door locks, a push button speaker box and/or telephone communication device, and security locks on all entrances to the building. Landlord installed only intercom panels in each apartment and the lobby along with an intercom amplifier.
