No MCI Increase for Incomplete Roof Replacement

Landlord applied for MCI rent hikes based on various improvements. The DRA granted rent increases for the installation of apartment windows, rewiring, pointing, a main entrance door, and courtyard improvements. But the DRA disallowed any increase for roof asbestos removal and a roof installation. Landlord appealed and lost. Landlord challenged the report of the DHCR's inspector. But landlord misstated the inspector's findings.

The inspector found that the roof work wasn't a complete replacement and that the roof wasn't completely covered with the claimed aluminum coating.
