No Lock on Vestibule Door

Tenants complained of reduced building-wide services. The DRA ruled for tenants and reduced their rents because the building vestibule door wasn't locked. Landlord appealed. The DHCR ruled for landlord and revoked the rent cut. The outer door of the building was locked, therefore there was no requirement that the vestibule door also be locked.
