No Increase for Piecemeal Roof, Facade Work

Landlord applied for MCI rent hikes based on roof work and a facade restoration. The DRA ruled against landlord. Landlord appealed and lost. Landlord's documents showed that in 1999 the main roof and bulkhead roofs were replaced and south facade repointing was done. Some time later, landlord removed and replaced the roofing system on the first floor, the north and west terraces, and the penthouses. Landlord also replaced and repointed other brickwork on the north wall. The later work was the subject of landlord's current MCI application.
