The DRA ruled for landlord in part, granting rent hikes only for the new windows. Landlord appealed and lost. Window blinds aren't MCIs and aren't considered necessary work related to a window installation. A water test isn't a structural building improvement that qualifies as an MCI. And the DRA correctly denied any rent increase for management fees.
