No Increase for New Blinds

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed, claiming, among other things, that it should have been credited with a 1/40th rent increase for the installation of new blinds in tenant's apartment. Landlord had submitted proof of payment for the blinds. The DHCR ruled against landlord. Replacement of blinds is ordinary maintenance and repair work. It is not considered an apartment improvement.
