No Increase for Conversion of Individual Gas Metering to Master Metering

Landlord asked the DHCR for permission to convert from individual gas metering for cooking gas usage to master metering. The DRA ruled for landlord and directed rent increases of $13.30 per month for each rent-controlled and rent-stabilized tenant. Tenants appealed, objecting to the rent increases. The DHCR ruled for tenants. The conversion from individual gas metering to master metering isn't an MCI for which a rent increase would be allowed. Landlord must provide gas service without an increase in rent unless it can get written consent from 75 percent of tenants.
