No Fireproof Door to Boiler Room

The Fire Department issued a violation notice to landlord for not having a fireproof door leading to the boiler room in a building. Landlord objected, and its building superintendent testified that there was a fireproof door. But the Fire Department inspector stated that there was no door at all to the east entrance of the boiler room. The ALJ ruled against landlord and fined it $1,200. Landlord appealed and lost. The ALJ believed the inspector instead of landlord's super had the authority to make that decision.
