No DOB Violations for Elevators

Tenants complained of decreased building-wide services based on problems with the building's elevators. They claimed that the elevators were continually out of order, the overhead fans didn't work, the floor indicator lights were inoperative, and the cars stopped above or below the floors. The DRA reduced tenants' rents because an inspection showed that the elevator fans didn't work and that there were leveling problems. Landlord appealed, and the DHCR ruled for landlord. Landlord pointed out that there were frequent elevator inspections by the DOB and no reported violations.
