No Defects Found in MCIs

The DRA granted landlord's application for MCI rent hikes based on elevator upgrades, new windows, new terrace doors,window guards, and a sidewalk bridge installed while the work was performed. Tenants appealed, claiming that the DRA ignored their engineer's report citing substantial deficiencies in the construction and installation of the windows, balcony doors, and elevator work. The DHCR ruled against tenants. DHCR inspection found no defects in the windows of tenants who complained. There was difficulty in opening balcony doors in only two apartments.

The DHCR ruled against tenants. DHCR inspection found no defects in the windows of tenants who complained. There was difficulty in opening balcony doors in only two apartments. The elevator call buttons worked, the elevators didn't jump, and the middle elevator had no problems at the time of inspection. Landlord fixed a leveling problem found with some of the elevators while its application was pending.
