No Air Seepage from Windows

Tenant complained of a reduction in services. The DRA ruled against tenant. Tenant appealed, claiming there was air seepage from his apartment windows and that the inspection was conducted on a day when the temperature was unusually high. The DHCR ruled against tenant. The DHCR inspector's report found that there were no air seepages or draughts in the living room and bedroom windows. So the DRA properly ruled that there was no reduction in services.
