No Access to Tenant's Apartment

Landlord applied for MCI rent hikes based on repiping. This included installation of main pipes, risers, and branch lines to apartments. The DRA ruled for landlord. Tenant appealed, claiming that the work wasn't done properly and that the work in his apartment was incomplete. The DHCR ruled against tenant. Landlord submitted sufficient documentation that the work was done properly. Landlord offered to make any needed repairs to tenant's plumbing at least twice, and remained willing to do so. Tenant didn't provide access for landlord to inspect and make repairs.
