Tenant appealed, claiming that the work wasn't done properly and that the work in his apartment was incomplete. The DHCR ruled against tenant. Landlord submitted sufficient documentation that the work was done properly. Landlord offered to make any needed repairs to tenant's plumbing at least twice, and remained willing to do so. Tenant didn't provide access for landlord to inspect and make repairs.
