Landlord had submitted proof to the DRA showing that tenant refused access for repairs on a number of occasions while his complaint was pending. The DHCR ruled for landlord. Landlord sent tenant letters by both regular and certified mail and had even asked the DHCR to help get access. The rent reduction was revoked.
